The Promotion of Low Carbon Urban Transport Systems (LCUTS) in the Philippines Project under the Department of Transportation (DOTr) and the United Nations Development Programme (UNDP) held its 1st core group meeting on August 6, 2019 at UNDP Office in Rockwell Sheridan, Mandaluyong City. The meeting was presided by Undersecretary Mark Richmund de Leon of Road Transport and Infrastructure and UNDP Project Manager Mario Tercero. The meeting was attended by Ms. Floradema Eleazar, Outcome Lead, Climate Action, Undersecretary Fita Aldaba of Department of Trade and Industry, representatives from DENR Environmental Management Bureau, Mr. Ramon Araga of Electric Vehicle Association of the Philippines, MERALCO representatives, DOTr staff, and UNDP staff. The meeting sets the direction for partner agencies in promoting the project using their current plans, programs, and activities.
Undersecretary de Leon cited the need for a champion agency to lead each project component. Initially, DOTr shall lead on the enforcement of policies component while activities under adoption and implementation may be initiated by DOST/DTI being the lead government agencies. DTI shall champion the component on private sector participation and investments.
LCUTS project creates an enabling environment for the commercialization of low carbon urban transport systems (e.g., electric and hybrid vehicles) in the Philippines. The expected incremental direct CO2 emissions reduced due to the Project over the technology lifetime is initially computed as 69,013 tCO2e, this, in addition to other quantifiable benefits on employment, cities capacitated, policies formulated, and economic development. The project, funded by Global Environment Facility (GEF), has just started and currently strengthening its manpower complement to work until the project ends in December 2020.
