I. Introduction

The Philippines is one of the archipelagic nations that is highly vulnerable to the impacts of climate change and hazards. Risks would include rise of sea level, increased frequency of extreme weather events, rising temperatures, and extreme rainfall.

II. Methodology
With the onset of COVID-19 pandemic, strict implementation of health protocols is required, such as proper use of personal protective equipment, physical distancing, and proper hygiene, to help limit the spread of virus, the methods used in the crafting of SAP were recalibrated.

III. Scope and Limitation
The SAP shall guide the DOTr in creating an environment for the commercialization of low carbon urban transport systems. This shall also serve as a support mechanism to the Strategic Actions on Sustainable Energy (Priority No. 6 of the National Climate Change Action Plan 2011-2028).
