SBN-332 Sustainable Transportation Act of 2019
An Act Promoting Sustainable and Alternative Modes of Transportation and Other Mobility Options to Improve Air Quality, Increase Efficiency, Reduce Congestion, and Contribute to Positive Health Impacts in Our Society
The bill seeks to promote sustainable transport through various measures such as the establishment of emission control and standards, use of alternative energy and cleaner fuels such as CNG -fueled buses and electric motor powered vehicles, and development of policies for non-motorized transportation including installation of walkways, designation of bike lanes, and provision of bicycle parking spaces and bike racks. Public transportation should also be improved through the commissioning of a BRT system, and establishment of a water ferry system. One difference between SBN-319 and SBN-332 is that the latter bill specifies that seventy- five percent (75% ) of the seven and one half percent (7.5% ) allotted in the Special Vehicle Pollution Control Fund (SVPCF) provided for in Section 7 of Republic Act No. 8794 or An Act Imposing A Motor Vehicle User’s Charge On Owners Of All Types Of Motor Vehicles And For Other Purposes shall be retained by the DOTr for the implementation of the proposed law.
