Strategic Action Plan


  • a 10-year action plan from 2021 to 2030
  • a guide to create an enabling environment for the commercialization of low carbon transport systems in the Philippines
  • aims to aid the Department of Transportation (DOTr) in its effective enforcement of policies and support for the promotion of low carbon modes of transportation
  • shall also help in adopting and implementing low carbon transport plan and/or programs in major cities
  • includes strategies to increase private sector participation and investment in the widespread deployment and commercialization of low carbon transport systems


  • to assist in the achievement of higher societal goals of improving the transport system and reduction of greenhouse gas (GHG) emissions
  • to identify measures to minimize the health risks of COVID-19 and other related emergencies in the future
  • to serve as a reference among other national government agencies and local government units in their crafting and adoption of their respective development plans


With the onset of COVID-19 pandemic, strict implementation of health protocols is required, such as proper use of personal protective equipment, physical distancing, and proper hygiene, to help limit the spread of virus, the methods used in the crafting of SAP were recalibrated.

  • From its original plan to conduct face-to-face focused group discussions (FGDs) and Key Informant Interviews (KII), data gathering was coursed through e-mail and virtual meetings
  • Questionnaires were sent out through e-mails to partner agencies – DOTr, and its attached agencies: Land Transportation Office (LTO) and Land Transportation Franchising and Regulatory Board (LTFRB)
  • Virtual meetings were conducted on August 27, September 15, October 8, October 15, and December 17, 2020


Geared towards the achievement of environmentally sustainable transport by enabling an environment for commercialization of low carbon urban transport system in the country, the following strategies are recommended:

  • Harmonization of existing related policies
  • Adoption and implementation of the policies in local level
  • Capacity Building
  • Effective communication
  • Balanced participation, strengthened capacity and well-coordinated stakeholders
  • Provision of robust infrastructure
  • Accountability and Transparency


To better understand how these strategies will be achieved, a results framework on low carbon urban transport system is illustrated below. The framework is grounded by a cause-and-effect logic and is divided into two (2) focused objectives (organization-focused and client-focused) that are contributory to the achievement of societal outcome: Improving the transport systems and reduce the GHG emissions.
